Hugh - Omniscope won't insert the cell quote character unless it's required, so for example if I have the following dataset:

Name
annie smith
suzy, brown

This will be published as follows:

Name
annie smith
"suzy, brown"

The cell quote character isn't needed for the first record, but it's used in the second record because of the ",".
