Error message: file locked by elsewhere inside Omniscope?

I am getting this error message trying to open a file:

"The file you are trying to access is currently locked by elsewhere inside Omniscope. Please try again." (v2.7, b438)

Can you suggest what may be causing this and any way round the problem? Andy

Please temporarily enable "Settings > Advanced > Misc > Report recognised errors as bugs", reproduce the issue, send the report (cross-referencing this post), and revert the setting.
